That is why we said about a bad deed that it was good before the truth, because it is clear that it is to be avoided, so it is bad for the one who did it, either in this world or in the afterlife. Omission may be a bad deed and not an action, and the action may be a bad deed. Likewise, a good deed may be an act or omission, and divine success is the influence on action and omission in terms of What is left for him and in terms of what is apparent from him if it is an act

[ The right that is obligatory upon the servant whoever does or neglects ]

There is no right obligatory for the servant, whether omission or action, except that God has a right over it that the ruler performs on God’s behalf. If what remains of that action or omission is a right to God Almighty, then it is a right to God in all its aspects, and no created being has a right to it, such as prayer and the establishment of punishments, even if it is what What remains of that act or omission is a right for a created being, such as hitting, cursing, or usurping money, so it has a right to God, which is what we mentioned, and it has a right to the creature, and the right that is in it belongs to God, which is the same as zakat, which is in all the actions of God in His creation, and the ruler is his representative in what he appoints him to do, so if he wishes, he takes it, and if he wishes, he leaves it as it is. He gives him the situation and the benefit, and there is no blame on him for that, and it is called a punishment for what there is no limit to it, so

From this section, the land of the tax, if it is transferred to the Muslims,

It is the land that was in the hands of the people of Dhimma. Does it have a tenth in it along with the tax or not? Whoever says that it has a tenth in it, I mean zakat, and whoever says that it does not have a tenth in it, then know that the zakat is either a right. The land or the right of love. If it is the right of land, zakat is not obligatory because two rights are not combined in it, which is the tenth and the tax. If it is the right of love, then the tax is the right of the land and the tenth is the right of love. The dispute over selling the land of the tax is known to scholars.

Consideration in this

Physical works are in the position of crops, and the body is in the position of the land, and desires are rulers over the land. If this land is transferred to the rule of Sharia, which is working according to what Islam requires, then the tax on the land is the rights that God has over it in that He made it the subject of realizations, which is Knowledge is independent of its comprehension by the mind, so God is entitled to the tax on this earth when he thanks the benefactor, Mahmoud, and He is the one who bestowed it, Glory be to Him .

[ Muslims are divided into two groups: those who know and those who do not know .]

So if this land comes into the hands of a Muslim, I mean the law, and it is transferred to him, then Muslims are divided into two categories: the knower and the non-knower. If the knower plants good deeds on this land, he sees that zakat is the right of the work, not the right of the land, so he obliges zakat on the work, which is that he returns the works to the one who does them, and this is the truth, Glory be to Him, and not The knower sees that the work is for physical strength and he is obligated to pay the tax, so zakat is not obligatory for him so that two rights are not combined on it, because he does not consider the work except for himself, for he does not know, and God has not burdened a soul except what He has given it. And He said: This is their level of knowledge .

[ It is not far-fetched that two truths will meet on earth ]

As for our statement in this matter, two rights are combined in the land, and this is not far-fetched, because the land being in the hands of the one in whose hands it prevents others from disposing of it except with his permission, so he has a right to it called Kharaj, and since he planted it, the state of the land is different in that it was planted and that it was not planted. So another right was due in it because it was cultivated, so the tenth was required in it because it was cultivated, and the tax was due in it because it was in his hand and he ruled over it, and so we take it into consideration.
