In a person’s wealth, zakat is a right for certain types of people mentioned, so he obligated the owners of wealth in a specific way to pay it, and he made it obligatory for the imam to take it, but he did not oblige the different types to take it. They have a choice whether to take their right or to leave it, like all other rights. Whoever takes it from them takes his right, and whoever abandons taking it leaves his right, and he has that.
