As for prioritizing the prayer before the sermon, the servant in prayer is a commune with his Lord, and in the sermon he communicates to the people the reminders sent down to him in his intercourse with Him, so it was better to precede the prayer prior to the sermon, which is the Sunnah. When Uthman bin Affan saw that the people would separate when they finished praying and abandon sitting to listen to the sermon. Taking into account this situation, he presented the sermon over the prayer, in imitation of the Friday prayer, because the legislator understood the sermon to be heard by those present. If they separated, the sermon would not achieve what it was intended for, so he presented it so that they would have the reward of listening.
